For more than 20 years, Rebecca has been a dedicated local policy leader, guiding the Bay Area and California on numerous efforts to create more resilient and livable communities. Her expertise is in building bridges and solving problems. Rebecca knows how to secure resources for government agencies, knows how to build and grow coalitions, and knows how to manage organizations large and small, from multi-county government agencies to national issue-based non-profit organizations. She’s especially passionate about climate change solutions, improving our housing affordability crisis, and making our streets safe and accessible to people of all ages, abilities, and modes of transport.

Rebecca currently is the Co-Executive Director of Development and Engagement for Bike East Bay, which promotes healthy, sustainable communities by making bicycling safe, fun and accessible. She served as the Deputy Director at Breast Cancer Action, an activist, watchdog, and educational organization that seeks to achieve health justice for all women at risk of and living with breast cancer. Previously, Rebecca served as the Interim Executive Director of the California League of Conservation Voters (now California Environmental Voters), the non-partisan political action arm of California's environmental movement. Prior to taking on this role, Rebecca managed CLCV Education Fund’s Green California program, a network of more than one hundred organizations with a common environmental, health, and justice agenda, working collaboratively to speak to the legislature with one voice.

Rebecca is an El Cerrito City Councilmember and is the Chair of the West Contra Costa Transportation Commission. Previously, she served as an elected member of the BART Board of Directors, representing District 3 in the East Bay, serving as President of the Board twice. Rebecca also served on the Capitol Corridor Joint Powers Authority and the Alameda County Transportation Commission.
