Portia Fullard is a nonprofit executive, philanthropic strategist, fundraiser, and community engagement leader with nearly two decades of experience advancing mission-driven organizations and strengthening communities. She currently serves as Executive Director of the Leon H. Sullivan Charitable Trust (LHSCT), where she leads the organization’s philanthropic investments, operations, partnerships, and stewardship of its 67,000-square-foot Human Services Center in North Philadelphia. Under her leadership, the Trust has strengthened its grantmaking, expanded investments in students, entrepreneurs, and nonprofit organizations, and developed partnerships that advance economic opportunity, education, self-sufficiency, and community empowerment.

Throughout her career, Portia has worked across the nonprofit, education, philanthropic, and civic sectors, with expertise in fundraising, institutional advancement, corporate and foundation relations, organizational development, and strategic partnerships. She is the founder and principal of MOV Solutions, where she advises nonprofit, philanthropic, education, and civic organizations on fundraising strategy, organizational capacity, and community engagement. Her work has included partnerships with Elevate215, the Fund for the School District of Philadelphia, Fairmount Park Conservancy, KIPP Philadelphia, Nemours Children’s Health, and The Lenfest Institute for Journalism. Through Lenfest’s Every Voice, Every Vote initiative, she has also helped shape community engagement strategies connecting residents, community organizations, philanthropy, and local media around issues affecting Philadelphia.

Portia extends her commitment to Philadelphia through civic and community leadership, including board service with the Temple University College of Liberal Arts Alumni Association, Philadelphia Youth Action, and Black Girls With Green Thumbs. A proud Philadelphia native, she earned her Bachelor of Arts in African American Studies from Temple University and continued her professional development through the University of Pennsylvania Center for High Impact Philanthropy’s Advising for Impact program.

Portia’s approach to leadership is grounded in one of her favorite biblical principles, “To whom much is given, much more is required” (Luke 12:48)—a reminder that opportunity, influence, and resources come with a responsibility to serve. That principle shapes her commitment to leveraging philanthropy, strong institutions, and community voice to expand opportunity and create lasting impact.
